The city of Santa Fe is writing off $2.7 million of customer debt and tightening policies after a 2003 decision and a flood of unpaid tenant bills left taxpayers holding the bag.

“One of the big drivers of the unpaid accounts points to a 2003 decision when Santa Fe city officials shifted the responsibility of paying water bills to tenants, freeing landlords who had been on the hook in the past from any financial liability.”
